How does person get 69 at age 39...assume has family in Canada? If really high English then CLB 9 in all bands but you say in the post above that friends don't speak the language.

415 CRS. I know that’s low but I only asked because of the possibility of receiving nomination from a PNP program from PEI, Saskatchewan and Alberta (which don’t require a job offer).
These provinces also don’t mention which occupations they are looking for.
