My spouse and child could not complete residency requirement for PR and their PR cards are got expired and they are living out of Canada, hence they cannot enter Canada. I am willing to re sponsor them. Can someone please suggest steps I need to follow for re sponsoring them.I am Canadian citizen.

The only way to re-sponsor them is for them to formally renounce their PR status. Just because their PR cards are expired, it doesn't mean their PR status is lost. Alternatively, they can apply for PRTDs and expect them to be denied. That will also result in loss of PR status.

Thanks Zardoz for your reply. It is making sense that they still hold PR status even if their PR cards are expired. Only worry that I have that if they surrender PR and then immediately apply for new PR , will CIC not questions as why it was surrendered at first place.
