Previously, I obtained a work permit under the LMIA-exempt category (PNP) and the NOC is 1241. However, my work permit was expired on Jan 05, 2021, and I cannot reapply it since my PNP application was refused.
My employer obtained an LMIA and wants to support my work permit application, while the NOC on the LMIA is 1221. So, can I apply for restoration of my status given that the positions and categories are different?

Yes , you can apply with a new employer and also restore your status as well but the new employer will be ontop of the new work permit
The most important thing is you have a ready LMIA
Also put it in writing explaining your circumstances to the officer
