Re-application for EE

Hello, I am ineligible for EE due to having 5.5 score in Writing (IELTS):

a. I am planning to re-take IELTS. Once I will get my new IELTS results, will I just need to update my current (ineligible) EE application or start a new application?
b. If new submission, how soon can I re-apply as I just applied last week?
