Re admission to University after required to withdraw

Hello Experts,

I was required to withdraw from University of Windsor from M.Eng. Industrial in Jan 2018. I came back to India and again applied for a college for Sept 2018 intake and applied for a study permit in Apr 2018 which got rejected. After that I convinced the Dean of UofW and I received a letter of Readmission for Jan 2019 intake. My IELTS expires on 26th Nov 2018. If I apply within a week from now, is there a need to retake IELTS? Also can you guide me if any specific changes to be made in the application for study permit.
