I got an email today from cic ottawa requesting for rcmp fingerprint for my spouse.i had already submitted his rcmp fingerprint with mine when i submitted my application. They only asked for my spouses fingerprint not mine.the email also said NOTE: IF YOU HAVE ALREADY SUBMITTED THIS DOCUMENT, PLEASE DISREGARD THIS REQUEST. WE WILL CONTACT YOU WITH FURTHER INSTRUCTION ONCE A VISA OFFICER HAS REVIEWED YOUR APPLICATION. If you have proof of transmittal of the rcmp fingerprints (either a courier receipt or any proof), then you can just reply to CIC-Ottawa, state these fingerprints were part of the application package sent, mention the date when the application was sent. Include the proof of transmittal, and a photocopy of the rcmp fingerprints that were included in the application. Then ask if these fingerprints were received, and then ask to clarify clearly if a new set is needed aside from those already provided.

I also got similar email for RCMP Fingerprinting for me.
PR Application checklist for provincial nominee says :
Police Certificates and Clearances.
"You must get a police certificate from each country or territory where you have lived for 6 months or more in a row since the age of 18.You are strongly encouraged to submit your police certificates with your application to the CIO....."
I already provided police certificate from RCMP and my home country with the application and as far as i remember now, there were fingerprints taken.
Can you please confirm if the request i have received now is different from what i already sent ?

When you look at the Police Background Check section on the CIC website it clearly states that RCMP Police Record Check (ie. fingerprints) is not required until requested. This is probably why they are asking for a new set now. 
On the other hand, for other countries' police records some only issue the certificate when CIC request it and will be sent back to CIC directly (ie. you won't receive a copy of it). Thus, please check the CIC website and follow the instructions there. When you respond to the emails just have a copy of the webpage ready to show as proof.
