I'm not trying to create false hope, but 'm thinking a possibility could be maintenance issues on their web servers. so maybe draw has taken place but delay in publication till they resolve the issue.

And I think I belong to Canadian Experience Class category. Thank you and I guess I'll wait for the next draw.
You will be considered irrespective of UIN. But if draw happens (which is looking improbable now) you will get invite if your profile was created before the draw time and if your score is more than cutoff. If your score is equal to cutoff, it is highly improbable as the cutoff time for minimum score candidates is always sometime in past.

Missed the OINP bus since score was > 441
Missed the crs cutoff 442 bus since created new profile was after feb11th
Now missed the draw today
And am sure will miss the bus next draw because crs cutoff will definitely rise
..
May be I should be given gold of bad luck!!

Number of invitations issued: 340
Date and time of portal search: January 19, 2018 at 3:00 EST
CRS score range: 440 to 446
Date Express Entry profile submitted: January 1, 2018 to January 19, 2018
This might be the reason for no draw today as they know that the NOIs of these people (including me) will expire tomorrow and they just want to increase the number of people who will enter their land through OINP and pay $1500 (again including me).

UIN is Unique Identification Number and a unique number will be assigned to all individuals (yourself and dependents if any) in your application. You belong to CEC if you are working in Canada currently or have more than 1 year of work experience in Canada in the last 3 years with proper work authorization. With a score of 465, rest assured, it is highly probable you will get an invite whenever the draw happens next.
