Its 19:30 pm UTC....has it ever been this late? The most delayed draw seems to have happened on 15/11/16 that too at 17:54 UTC....should we still be hopeful for a draw today?
The draw on 24th Jan, I saw the update after 02:00 PM CST. Now its 1:37 CST. I do think there is a chance for the result to show up from a time perspective.

Let us not lose hope...Jan draw was on 10th. Feb being a shorter month draw dates were pre-poned by 3 days..it could be tomorrow as well.....Keep your fingers crossed
That is the time they make the draw. Not the time they post the update. 13:38 UTC is 07:38 CST. I am absolutely sure there was no update in early morning.
In this instance, time is not an issue. Yes, PPR may take longer time but how long would one have to wait to get direct ITA? Imagine if you had to wait 6months to get direct ITA, the time would have been spent processing OINP? I think the bone of contention is the processing fee and the fact that one is constrained to reside in Ontario.

Meanwhile guys, can anyone please tell what happens if CIC doesn't agree with occupational NOC selected by candidate?
I see lot of grey areas here, anyone with such experience?
