You need it. CIC has it clear:
Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more.

you are absolutely right, unless there are draws with increased ITAs, people in the 420 will have to wait for PNPs

I am below cut off for the current draw. My score is 447. But on the positive side, FBI police verification seems to take more than 90 days and I only applied last week. So on the positive side, this buys me some more time. Am I being optimistic that i will get an ITA at some point ? Is anyone else on the same boat as I am?

if the number of invites go beyond 3000, I definitely believe scores will fall below 440 !

I suppose the two IELTS results after the Nov 15 draw coupled with a 3 week gap in draws would do this.

Feel sad though I suspected realistically that the score this time would cross 450. Still, one hopes to be surprised and see an ITA!

Looking ahead now. I hope the periodicity stays 2 weeks at least so that this mischief mongering doesn't happen again.
