I am an international master student. I intend to quit my program. Can I change my status from study permit to work permit?

It's generally very difficult to do that - but you can certainly try.
To obtain a work permit, you will need to secure a full time job offer from an employer in Canada. Next, that employer will need to obtain an approved LMIA (this is often a 4-6 months process). If the LMIA is approved, you can then apply for a closed work permit tied to that specific employer.
