Can I use the positive skilled Lmia for EE and get 600 points even if I'm still waiting for the new work permit under this Lmia?
Do I need a reference letter or the job offer & signed contract will suffice? I haven't start working with them yet.

As a dual intent LMIA (if that is your case, paying the $1000 application fee), you can apply for both: WP and PR, after you update your profile with the 600 points and receive your ITA.
