QUESTIONS Regarding ontario PNP

good day for all
i have some questions kindly share information regarding these question
i am quite interested in Ontario PNP ,i have bachelor degree in computer science and some certificate of computer networking CCNA ,my question is that if i apply for a job in Ontario ,Canada do my employer and me need LMIA certificate ?

secondly how i can get a provincial nomination certificate of Ontario ? can i get it without job offer or with job offer?

You have all these degrees and certification from which country? If not Canada, then you need LMIA.
