Questions on IELTS Score

Hi Friends,

My friend just received his IELTS scores, as below.

Skill IELTS Score CLB Mapping
Listening 6 7
Reading 5 6
Speaking 6.5 8
Writing 7 9

I remember there was note before that, for NOC O/A, we need to score CLB 7 in all skills OR if you scored 6 in any one of skills, you need to get 8 or above in two skills and 7 in the 4th skill..

I dont see this rule anymore now in CIC website. It is mentioned that you have to score CLB 7 or more in all four skills.

Based on the above score, do you think, he can apply under NOC O or A Category?

Nope, he needs 6 or better in all modules.
