I have a few questions about sponsoring a spouse from Mexico.....
1. if I go back to Canada and he is here where do we send the applications- Missisauga or in mexico?
2. how long does it take on average from the time we send the application to the time he is able to come to Canada and get his permanent resident card? (outland)
3. when does the interview take place? do we both go to the interview and how if I am in Canada?
4. once he is in Canada and has permanent residence are we able to leave the country to travel for a year then come back? or does he have to stay in canada for any reason?
5. at what point do you pay the fees?

1. If you are in Canada, and he is in Mexico, then you send application to Mississauga.
2. I don't know average times. It varies according to the various visa offices worldwide.
3. If you are doing outland application, if an interview is required, it will be in Mexico.
4. Not sure. Once he has PR, I assume he can come and go as he pleases. But he has to stay in Canada for a certain amount of time to maintain PR status. Someone might know what this is.
5. You pay fees when you send in application, although you can wait to pay the PR fees (not sponsorship fees though) until the visa office asks you/him for PR fees. i am on pgwp in canada and have applied outland spousal sponsorship. My work permit is expirring in march next year. Can I apply to extend my work permit or do i need a LMO???????

If he has a `Condition 51' (when he receives his CoPR), he (alone) would NOT be able to leave Canada for that length of time, unless you accompany him. 
If you have been married for at least 2 years PRIOR to CIC receiving your application, he will likely NOT have that restriction.
He has to spend at least 730 days (2 years) out of 5 years, living in Canada to maintain his RO (Residency Obligation). If you are a Canadian
