Questions about police certificate from the USA

I am applying under CEC and have two questions:

1) For police certificate from the USA, the fingerprint agent told me I have to apply for the FBI clearance as well, please let me know whether it is true.

2) Do I need my husband 's police certificates for my application, if he won't follow my application,?

2) If my husband doesn't follow my application, do I need his police certificates for my application?

1. If you have resided in the US for 6 months or more, you need a FBI criminal records check.
2. Don't understand what your mean " If my husband doesn't follow my application" Unless you are separated or in the process of divorce, he has to be included.

The FBI clearance IS the PCC for the USA. You should rely on the information provided by CIC:

As PMM indicated above, unless you are legally separated or divorced, you must include a spouse on the application. So, if he is on the application, yes, you need PCCs for him too.
