Questions about Dual intent and TRV and PR

I am a bit confused about Dual intent visa application as regards Canada.

I am applying for a study permit, and I want to use the same opportunity to apply for permanent residence thru PNP.

SO what i am asking here is, suppose I have applied and gotten my study permit inside my passport approved, can I in turn, apply for permanent residence thru PNP programs thru a province without the need for PGWP? I would like to know.

Just please I need a guide so as to not make mistakes.
