I am a Canadian mother with a daughter born in the US who is 20 months old. She has an US passport already but I would like to move back to Canada ASAP. Is she allowed to move to Canada before I apply for her citizenship and wait out the process while in Canada or do I have to do it before I leave. I don't plan on travelling right away so I can wait to change her passport when i receive her citizenship card. Also she has a florida birth certificate and a US passport does that effect her being considered a canadian citizen?

1. She would probably be admitted as a visitor. But without the proof of citizenship, she will not be able to get provincial health care, without paying.
2. As she is less than 2, you can apply for a limited validity Canadian passport, with proof that you have submitted the application for proof of citizenship. see: http://www.cic.gc.ca/english/information/applications/certif.asp
3. You should know that you will probably have to show proof of custody at the border and the ability to remove the child from the US.

So you are saying I need to show proof that I am her mother and that I have custody of her in order to remove her from the U.S? We just came back from a 3 week visit in Canada and the documentation I had was enough for her to travel
Its just easier for me to apply for everything while I am in Canada then to wait it out in the U.S. so if I have to find a different way then a care card to get her health insurance I will whatever the cost.
