What's the differences does Canada consider between own-work/business in Canada, and other Country to apply immigration/PR under FSWP ?
Why can't one apply if one has such kind of work-experience in Canada ? Please explore some for me.

I'm actually not certain about this. Canadian self-employment definitely does not count for CEC. I'm not certain whether or not it counts for FSWP, because I've never seen a definitive statement on the CIC website about it.
But I've never seen a statement that it does count, and I've never seen anyone on this forum successfully claim it.
