My university is situated in BC. I'm planning to enter Canada through Edmonton, Alberta live there for a few days and then move to BC. Can a study permit be issue to me at the Edmonton airport?

IF you POE is Edmonton, then that is where your permit is issued.

Where are you landing? If Edmonton is your first POE then you get it there. If you leave the airport without a study permit then you must go to a land border. You cannot go back to an airport and get it. Immigration is within the secure area of the airport.
