I graduated on June 29th, 2018 and sent out my Post-graduate work permit application on July 24th, 2018. I was under the implied status after this, but I recently got a letter (post 90 days after graduation) from the immigration asking me to provide a new application with a couple of documents to the immigration office so that they can complete processing my application. My student permit is not valid any longer (expired August 31st).
Does this mean I still qualify to work under the implied status?

Yes, they did want me to send the application back immediately with 2 passport photos and a new application.
These were the exact words actually:
"
No action is being taken to process your request. You must submit an application for a Temporary Resident Permit in paper form.
We cannot take any action in your case until such time as you re-apply by submitting a new application by mail along with the following items..
"
The words no action is being taken sounds a little vague to me. It doesn't tell me if it's a hard reject, which would mean my implied status comes to an end.
And do you have any idea as to what kind of proof I need to provide that I'm not working anymore?

It appears that the application was returned completely unprocessed. In that case, you should assume that "implied status" never existed. Maybe seek professional advice from an immigration lawyer.
