Question: Police clearance - how many times? [Seniors!]

I am currently applying for a study permit and finding the process of getting 3 police clearance certificates from 3 different countries a huge pain in the ass. Malaysian can take up to 6 months!

Anyway, I'm wondering that provided I get my study permit, go and finish my degree, and then I will most likely be applying for some or all of the following:

-PGWP
-PNP (International graduate stream)
-PR (either through PNP or CEC)

My question is, will I have to go through the whole police clearance procedure (3 countries - 4 by that time) again, and if so, how many times?

You will have to go through the process again if you apply for PR/PNP. You will likely have to go through the process one more time only - but no one can say for certain.

Yes. They want to make sure you didn't do anything illegal during your time there. They are usually only valid for 12 months.

Pain yes, optional, no.

Seems like you're a few years away (study permit -> degree -> Work experience) so rules could change but most likely you will need the clearances again and hopefully by then Malaysian system would improve too.

I am just wondering why is there a rule for validity as far as CIC is concerned.
I get a PCC from the country where I had stayed for 1 year. If I never go back to that country again, then what is the point in getting the certificate again. e.g. there might be cases which get rejected, but by that time the validity of the PCC(3 or 6 months) is over and we are required to get the certificate again, though we are in Canada during all this time.

Your point is reasonable. On the other hand, there's always the possibility that an applicant has committed a crime which was either unknown at the time certificate was issued or there hasn't actually been a conviction at that time. Now the longer time has passed that becomes less and less of a possibility and there's statute of limitations and all so CIC will probably not care if you've lived somewhere for 6 months 20 years ago and your PCC is more than 3/6 months old.

And just exactly how would CIC know this? They should just take your word for it?

And for the sake of argument - assuming CIC could verify that, do you really want to add that to the processing time?

For all the trials and tribulations of PCCs (and I do object to certain aspects too), this a means for a bureaucracy to streamline a process, simplfy processing, and reduce the work they're required to do...
