Question on Statutory Question

Hi All,

I had previously applied for express entry and my application was rejected because it was missing the Police Certificate from one of the countries I had visited. I reapplied and got another ITA. In the Statutory Question section there is the following question:

Has John Doe been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country? (required)

Question: Should I answer YES to this because of my previous rejection or NO because the rejection was not particularly for a visa.

YES, you have to mention that your visa was refused previously and the reason for refusal
