I am exploring my options on several provinces (the few ones still accepting applicants) and it seems all of them have a points system where you need to score at least 67 points to be able to apply. I have a couple of questions regarding how to rank myself:
1) For IELTS they give 6 points for CLB 9 or higher, 5 points for CLB 8 and 4 points for CLB 7. I have 7.5 on my speaking section, will that give me 4 or 5 points?
2) They give points for a second language if you have CLB5 or higher. What does it take to obtain that level of proficiency? I finished the basic level of french while spending a summer in Montreal a few years ago, will that be enough or how hard would it be to learn french to get CLB5 in all sections?

What are all your IELTS scores as cannot just quote speaking. Basic French unlikely to be sufficient and trying to estimate how long to reach an acceptable level really depends on the individual capability to learn languages, could be a year could be 2 difficult to say.
