Hi, I applied for Federal Skilled Worker Program on June 2008. At that time the list of proffesions hadn't been released, and I fulfilled all the requirements, but when the list came out, my NOC was not in it :( . After a few months I got my money back.
On April this year, I was accepted for a master program by a canadian University, but yesterday I went to the canadian embassy to apply for a study permit and was refused, :( again...
Now, I am thinking about learning french and applying for Quebec, and my question is, do you think having applied before will be an issue for this? Will they think that because I have tried to go to Ottawa twice before, I would use Quebec as a bridge to go somewhere else? My main reason for going to Ottawa is because my best friend lives there, but I certainly would be glad to live in a province like Quebec as well.
I would work hard on french, which is my weakest point for applying to Quebec, since I fulfill every other requirement. Please advice me on this matter, since I will spend time and money learning french, and I would like to be as sure as possible about my possibilites. As you can imagine, after all my attempts, I do really need your help and advice...

Hi All,

It is rather unfortunate to inform you that if you have submitted your application to Quebec and you have not yet been called for an interview nor have got the final decision yet, your application will be processed according to the new rules in effect since August 1st, 2013, no matter when you submitted your application.
