We have received PR in the year 2019 and unable to come to Canada due to COVID issue and other issues. As per the process Immigrant should suppose to stay at least 700 days in Canada out of 5 year for PR Renewal . My PR renewal slot is Nov 2024.
But we are planning to come to Canada in the next year mostly (April 2023). Due to this we are not able to full fill 700 days requirement. Based on my situation Can some please confirm whether we are eligible for PR renewal or not ?

Before you can apply for a new PR card, you will need to live in Canada until you have at least 730 days of residency in Canada in the last 5 years. So if you've never really lived in Canada so far, then once you return in April 2023, you will need to remain in Canada for two years straight without leaving before you can apply to renew your PR card.

It is also 5 years from your landing date to meet the 730 days and not before the expiry date of your PR card. You should really be trying to relocate as soon as possible since you don’t meet your RO. The earlier you arrive in Canada the better your chances of not being reported. Did you have any children after 2019? Given that you don’t meet your RO you won’t be able to sponsor anyone because that would flag your non-compliance. As already mentioned if you enter Canada without being reported you need to be prepared to remain in Canada for 2 years straight without leaving.

I came to Canada on Nov 2021 and staying here. Yes we had a kid in our family after PR. Now I have applied Visitor visa for him to land Canada at the earliest. Now I am planning to apply Family Sponsorship.

Don't apply for family sponsorship until you meet the residency requirement. Otherwise you'll be putting your PR status in jeopardy.

Is your partner / spouse a PR? I assume your kid is not a PR?

But you planned not to do it. See your first post. You planned to come to Canada (with your family) again on April 2023. Otherwise, if you stayed in Canada (after you arrived in Nov 2021) and not traveled outside Canada, you could have renewed your own PR card by the end of 2023 and sponsor your kid for PR.

Will need to apply for visitor record at least 30 days before expiry. See IRCC website for details.

From what I’ve seen the parent applying to sponsor needs to be the one who meets their RO.
