So I began classes online in Fall 2020 from my home country. During the semester, my study permit was refused so I reapplied around December. Then in the Winter 2021 semester I couldn't take classes at the DLI in Canada because I would have been required to be physically present. Instead, I took classes at a university in my home country. Study permit is approved in February 2021, then after getting everything sorted I travelled in April 2021. I am taking part time classes this summer and I recently received a job offer for 36 hours/week. Can I start work now or do I have to wait until the fall

Until when you are enrolled as Full time student you can then start working as part time, and full time when you maintain your full time status as a student during scheduled break.

only during scheduled break, you can work full time.
So if you take full time classes this summer, when is your next scheduled break. Can you hold off that job offer until you have that scheduled break ? (you cannot work full time and take full time classes. You can only work part time during your full time classes.
As long as it is scheduled break then you can work over 20hrs.. but looks like summer is your school scheduled break, so the answer is you cant work 36hrs
