Question about 'Was your marriage arranged?'

Dear friends
For question 17 of the form IMM5490 (Sponsored Spouse/Partner Questionnaire), it asks:

When was the marriage arranged?
Where was the marriage arranged?

For these questions, would the answer be the ACTUAL date/place the marriage took place,
OR
would it be the date/place the marriage was discussed and agreed and confirmed by the elders (which would generally be an earlier date than the actual marriage date)?

Can you share your insights please?
