My husband (American citizen) just got his COPR today. We had it delivered to my house and it came in a small brown envelope. I assumed there would be some more paperwork in there, like the import forms or a guide or something. The only papers in there were two copies of the COPR, and 2 pages of info about the COPR. No forms for importing goods, or anything! Is that normal for COPR's processed through Ottawa?
Read about prcedures and download the import (B4) forms on your own: http://www.cic.gc.ca/english/newcomers/before-border.asp
