Question about employment location on PGWP

Some friends told me that if the PGWP is applied at a border, the "employment location" may be the city of my current address. However, PGWP should be an open unrestricted occupation work permit, and the location should be "unknown". But I didn't find any official statements or laws that say PGWP is open unrestricted occupation work permit. If anyone knows the official statements, could you please post the source?
