my question is
I have Bs Electrical engineering , my WES report says that Canadian Equivalency: Bachelor's degree (four years)

What is the highest level of education ?
1- Bachelor degree or 3 or more years
2- master degree or professional degree need to practice in a licenced profession.

I see that engineering major is "" professional degree need to practice in a licenced profession.""
then should I chose #2 .

Your ECA says Bachelor's Degree, so you must choose Bachelor's Degree.
