Question about blue book/appeal record???

We filed the sponsor appeal March 21st. Recieved a letter from IAD confirming that they had received the appeal on April 3rd. I called last week and the lady said that the deadline for cic to send it is August 11. What will happen if I don't receive it before that? Do I contact CIC or IAD?
