Firstly, to be eligible for Express Entry Program, you will need 67 points.
Secondly, Comprehensive Ranking System (CRS) provides points based on various questions asked and allots points out of 1200.
Since the Federal Skilled Worker (FSW) draws have not happened this year, the CRS cut-off is expected to be high due to a lot of applicants now in the pool. The general assumption is that CRS score above 475 will be considered as competitive in the current scenario.

It's the same draw. Express Entry is how people receive invitations for the Federal Skilled Worker program. It's not two separate draws.
As said above, to qualify for the draw you need to have at least 67 points under the FSW points system. To actually be selected from the draw, you want to have 470+ points under the Express Entry points sytem.
