I am the sponsor and filling out the forms for my parents (both mother and father).
Should I put 2 in the Generic Application form IMM0008?
I have a brother who is already a permanent resident and technically not dependant on my father anymore as he is a grown up adult. Should I include him under family members as well?

Assuming he is over 21, you already answered it: not a dependent.

Instead of creating multiple threads for every question you have, just post once with ALL questions.
