Question 3: Form imm5710e. When applying for common-law sponsorship inland while here on an IEC working holiday

I am currently here on an IEC working holiday permit that expires in mid-January. I am applying for common-law sponsorship inland with my partner. It tells me to include this form with my PR application when applying for an open work permit with the inland application. Question 3 gives me 4 options to pick from:
3) I am applying for one or more of the following:

1. Apply for a work permit with the same employer
2. Restore my status as a worker
3. Apply for a work permit for the first time or with a new employer
4. get a new temporary resident permit (for inadmissible applicants only)

Now would it be #1 because I don't plan on changing employers, or #3 because it's a new type of permit unrelated to the IEC working holiday?
