I am applying for a spouse visa from outside Canada. I am a citizen of India but have been working and living in U.A.E for nine months (since 6th June 2013). I want my application to be processed at the Abu Dhabi Center but apparently, I cannot get it done from here if I have not completed a year of residency in the country that I am applying from. Considering that I am falling short of just a few months, is it possible that my file will be sent to Abu Dhabi and not New Delhi?Anyone else has had a similar situation?
Only Canadian citizens can sponsor their spouse's while living outside of Canada.
If you are Canadian PR, you must be residing in Canada in order to sponsor your wife. So you would need to move back to Canada first, and remain resident in Canada during the entire application processing.
Or perhaps its your wife that is Canadian citizen and sponsoring you? In this case, to establish residency in a country you just need to have a visa valid there for at least 1 year. You don't actually have to have lived there 1 year.
HOWEVER even if you apply as resident of a country and request a certain office, CIC may still decide to just send your application to your country of citizenship, and there isn't much you can do about it.

You don't need to have resided in UAE for a year, you just have to have been ADMITTED to the UAE for a 1 year, to select Abu Dhabi as the visa office. Did you check the processing times for 80% of the spousal applications? http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp#asia New Delhi is actually 2 months faster at this time.
