i have a 15 yr education in computer science in india.and i wish to study my msc in computer science in canada.if i were to do a 2 or 3 yr post secondary course in canada can i go for a university transfer?if so..can i transfer after the first year or my post secondary diploma or must i have to complete my entire course in order to apply for a university transfer?iv finished answerin my IELTS test too..and i scored a band 7
I will tell you to apply directly in University. Credits can be transferred , but there are also many requirement for transferring credits.
So try for Univ of Saskatchewan or Univ of Manitoba, Good Permanent residency options too , if you do masters there.

and i completed my bsc in stats math and computers with an aggregate of 63%.am i eligible for visa approval for my scores?
I am not sure for admission with 63 %.
And you need 4 years of UG for masters in canada.
Atleast try for offer letter . But stick to manitoba or saskatchewan , because you have naarow option due to your marks.
And for college , don't apply for post secondary course, chances for rejection is very high , because it doesn't go with your previous studies.
Opt for post graduate diploma or graduate certificate.
