Query on POF

Hello,

I have sufficient funds in my bank to show $18900 for three members. However, I have two housing loan but do not have sufficient Assets to offset the liability. Since both the apartments are under construction, i do not have property papers.

Do i need to show liability to CIC. Is it a matter of concern.
