On this link http://www.canadainternational.gc.ca/india-inde/visas/fees-frais.aspx?lang=eng, it states payable at New Delhi. When I called Bank of America in US, they said if they make in Canadian $ then it would be payable in Canada only and if in INR then payable in Mumbai only.
- Please let me know where to get the drafts made and what is the best option - INR or Canadian and thru which bank/agency ?
- Also clarify if there is any rule - if draft in INR then "Canadian High Commission" and if Canadian $ then "Receiver General for Canada"
From India it won't be possible. If I get it done in Canadian Dollar then Bank Of America said it will be payable in Canada ONLY. Not sure if this would be an issue

Why are you complicating things for yourself.
Just pay the RPRF in Indian Rupees as stated on the website. I think it is 21440/person currently.
Get a draft or banker certified cheque from any bank in India. Payable in favour of Canadian High Commission.
