Since I am preparing to apply for Quebec Skilled Workers program, wanted to make sure whether CIC has stopped accepting applications for the Quebec Skilled Workers program as well??

Yeah, but it states: "Following a decision by the government published in the Gazette officielle du Québec on June 29, 2012, the Ministère de l’Immigration et des Communautés culturelles has suspended the intake of applications for a selection certificate that can be submitted by certain economic immigration candidates."
Yes it seems like you qualify, but i will confirm it in little time.
By the way, without FRENCH there is no chance dude. So you need to have some A2 or B1 to be on safer side before applying.

Starting June 30th and till 31st March, 2013, Quebec Immigration offices have temporarily stopped accepting any new applications for a selection certificate for Businesspeople including investors, entrepreneurs and self-employed. Applications for certain categories of skilled professionals and tradespersons will, however, continue to be accepted!
The time required to process applications varies due to a number of factors (overall selection objectives by geographic pool and immigration category, volume of applications for a Québec Selection Certificate submitted from various territories, international context).
