A couple with no children requires $4030 for the first three months. See http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/permanent-workers/official-immigration-application/requirements-programs/glossary.html#sufficiency

Note the above figure is for proof of fund for Quebec Skill Worker, not LICO. LICO is for sponsorship, and the amount is also different.
