I would like to open this threat for the question of settling immediately in Quebec without CSQ!
I will be the Federal permanent resident but I am planning to settle in Montreal, Quebec, immediately. The address of residents and receiving Pr card is also in Montreal.
Is there any problem
- at port of entry?
- for obtaining the PR card later?
- And for Healthcare Insurance?
Any or your acquaintances who has his experience could you share?

You may be denied landing if you attempt to immediately settle in Quebec. You should provide a mailing address for your PR card that is outside of Quebec if you want to avoid issues.
