My brother has applied for Quebec Business Immigration - Entrepreneur program(Montreal) from India in May 2016 but since then we haven't heard anything from Immigration office. I am wondering how long the "Quebec Business Immigration - Entrepreneur " program takes ?

It seems a bit long to get an AOR. Has he applied independently or through an agent? I would suggest to wait out 2016 and enquire in Jan 2017 if he still hasn't received his AOR.
