Is there an advantage of having a foreign drivers license (from India..) for getting a Quebec driving license, similar to getting one from Ontairo ?

A direct exchange is not possible. However, if you have a foreign license (any) proof of residence(issuing country) for last 3 years, then certian steps are waived, such as the 13 months waiting time. Can someone confirm this ?
