Quebec - Applying for CAQ without job offer?

Hello everyone,

I am a US citizen interested in working as a software developer in Quebec. The problem I am facing is that in Quebec, I need to obtain a CAQ before I can apply for a work permit, so in addition to paperwork and fees, a potential employer must agree to wait months before I can start working, and I'm afraid that makes me much less competitive.

My question is, does it make sense to apply for a CAQ without a job offer?
