Qualified for R11 (CPP-O), but CIC still forwarded app to other Visa Office

Hey guys. My husband is out of status in the USA and is a Philippines citizen. He qualifies for R-11 and we selected CPP-Ottawa as the processing Visa Office. I just received sponsorship approval via CPP-O, but they forwarded my application to MANILA. Any idea why they forwarded it to Manila and not to the CPP-O Visa Office?

Special procedure for the family class
The application for permanent residence for members of this class no longer gives applicants a choice as to which office will process their applications. CPC-Mississauga, which receives the applications, will make this determination pursuant to R11 and will forward the file to the appropriate visa office. The option of selecting the office where the sponsor wanted the
application to be processed has been deleted from the "application for sponsorship and undertaking."

So basically you can request what office you want, but the choice is entirely up to CIC if they send your app to the office based on residency or citizenship.

You can always email CIC Manila, and request again that your app be forwarded to CPP-O, but there are no guarantees.
