I´ve already applied to QSW 2015, fees charged on 24/11/2015, still waiting for AOR.
My husband has all docs to apply for the next 2016 SINP Ocupations In-Demand.
We wonder if there is any problem at CIC level to apply both programs simultaneously, providing we will withdraw one of them once a CSQ or a saskatchewan nomination is issued.

From what I know both provinces send docs directly to CIC once a CSQ or nomination is issued, so let suppose for example that SINP nomination is issued first and we go for it at federal level to pursue PR, then just a few months later CSQ also arrives!!!!
Would it be considered by CIC as a misrepresentation or whatever due to the fact that you signed a commitment with a given province to stay in it?

No "they" don't. If/when you receive SINP nomination, for example, you simply withdraw your Quebec application. Or vice versa.
I don't know about SINP, but if/when you receive CSQ from QC, you then are responsible for applying directly to CIC yourself for PR.

What i am saying is that, once you get your nomination for QSW (assuming) then there is no point to wait for (SINP). I think quite a few people have done it, you can find here on the forum.
