My spouse and I are planning to visit U.S next month.
She has a valid OWP but expired TRV. I have read that she can still enter Canada provided that we only visit the U.S.
My question is, when and where does she clear customs and immigration? Is it before we board the plane to Canada (if there's a connecting flight in the U.S, is the first or second airport?) or when we arrive in Canada?

Yes, Canadian. Sorry for not being more specific there and thanks for the prompt response.
Follow up question, I read that airline staff check if a person has the appropriate documents to travel to Canada, when does this happen? I'm just worried that we wouldn't have enough time to catch our connecting flight if the check happens before we board the final plane to Canada from the U.S.
