My question is can I apply for a postgraduate work permit(PGWP) after completing a PGWP-eligible course in a designated learning institution?

Based on the rules in place now, you would not qualify for a PGWP since your studies must have been completed while holding a study permit. Of course it's possible IRCC may announce a change to these rules as well.

Does this rule only apply for the LMIA based work permit holders? or does it apply to any work permit holders i.e Dependent open work permit
