PRTD rejected or approved

I applied for PRTD under humanitarian and compassionate grounds. I was retired as a Minor. I am worried because I asked my VAC and they told me that IRCC has already revised my application. In only three weeks they have a decision! . Is this normal? Or is it a sign that my Prtd has been denied?

It's impossible to say for certain. However I think it's probably more likely an approval. Refusals generally take longer. But again, that's really just a guess. Hard to say without knowing more about your profile.

Don't think that tells you anything for sure except how quickly that office may be working or how busy.
