Today I applied for my common law partner in Alberta. I got a interview letter for Prra removal call in notice on 17th oct. My refugee case was refused in Jan 2011 and Federal court refused on july 2011. What will be in the interview ? and If they don't consider my Common law partner application. Can I apply in federal court to stay on my removal ? On what basis federal court can stop my removal. I don't have any criminal record.

As I understand it, you are not eligible for a PRRA, since your refugee refusal was in January 2011. A pending application is not going to stop them from executing a removal against you - you might appeal to them and ask them to defer, but it's well within their discretionary power to have you removed. If you applied inland, your application will terminate as well, since you will not be cohabitating with your spouse in Canada (a requirement of inland applications).
Further, because you have a failed refugee application they will scrutinize your spousal PR application very closely.
I don't know of any legal theory on which the court would grant such an order. But I'm not an attorney, so all I can rely upon is my own reading of the case law.
